NSTP

National Service Training Program (NSTP) is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components. Its various components are specially designed to enhance youths active contribution to the general welfare. NSTP was supported by the newly establ

ished Republic Act No. 9163 or the NSTP Act 2001 which was established on July 23, 2001 by the Twelfth Congress First Regular Session. Drilon, President of the Senate, and Rep. Jose De Venecia, Speaker of the House of Representatives. It was approved by President Gloria Macapagal-Arroyo on January 23, 2002. This Act was made to answer the movement to abolish ROTC and others to create reform of the program. The Act affirmed that the prime duty of the government was to serve and protect its citizens. In turn, it shall be the responsibility of all the citizens to defend the security of the State and because of this, the government may require each citizen to render personal, military or civil service. Recognizing the youth's vital role in national building, the State shall promote civic consciousness among the youth and shall develop their physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth patriotism, nationalism and advance their involvement in public and civic affairs. In pursuit of these goals, the youth, the most valuable resources of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. Three Components of the NSTP

RESERVE OFFICERS' TRAINING CORPS (ROTC) - is a program institutionalized under Sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. CIVIC WELFARE TRAINING SERVICE - refers to programs or activities contributory to the general welfare and betterment of the community or the enhancement of its facilities especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. LITERACY TRAINING SERVICE (LTS) - is a program designed to train students become teachers of literacy and numeracy skills to school children, out of school youth and other segments of society in need if other services. Establishment, Coverage and Duration

The NSTP form part of the curricula of all baccalaureate degree courses and of at least two (2) year technical and vocational courses and is a requisite for graduation. Male and female students are covered of any public and private educational. They are required to complete one of the NSTP components and should be undertaken for an academic period of two semesters. In lieu of the two (2) semesters for any of the components of the NSTP, a one (1) summer program may be designed, formulated and adopted by the DND, CHED and TESDA. The ROTC under NSTP shall instill patriotism, moral virtues, respect for rights of the civilians, and adherence to the Constitutions, among others. Citizen Training shall be given emphasis in all program components. Citizen Soldier

The citizen soldiers, alternately referred to as reservists, who compose the reserve force are those reservists of the AFP who are incorporated into the Reserve Force. Graduates of the ROTC basic and advanced courses and who were issued orders as enlisted reservist or reserve officers of the AFP. The graduates will be organized into five components:

1. The Air Force Reserve Component
3. The Navy Reserve Component
4. The AFP-wide Technical Reserve Component
5. The Affiliated Reserves

The mission of the Citizen Armed Force, alternately referred to as the Reserve
Force, is to provide the base for the expansion of the Armed Forces of the Philippines in the event of war, invasion or rebellion, to assist in socioeconomic development, and to assist in the operation and maintenance of essential government or private utilities in the furtherance of overall mission. Indeed, the NSTP has its legal basis for implementation under the Philippine Constitution. It was made from the amendment of the Commonwealth Act No. 1 and the Republic Act 7077. 1912 - In the old Padre Faura Campus (now UP Manila), the University of the Philippines Military Training was born. It was made as a mandatory requirement for all male students in all departments, institutions and colleges. During the early years, the training was only within an infantry and only concentrated with the use of rifles. The organized military training of the university was under the instruction of the Philippine Constabulary (presently known as the Philippine National Police) and Captain Silvino Gallardo was given the position as the first Commandant of Cadets. Then the need for national defense became more acute and the US government authorized the Philippine National Guard (PNG) to be organized, similar to the National guards in US. The PNG then took over military form UP students from the Phil. Constabulary, supported by the Philippine Division of the US Army with Cap. Juan Villasanta as Commandant of Cadets.

1916 - Military training started in UPLB (formerly known as the University of Philippines College of Agriculture). October 10, 1917 - Probably the most memorable moment in the history of the UP cadets, students and faculty members in the Manila campus and in Los Baños, Laguna, volunteered for service in World War I. This is why, to this day, this event is being observed as "Loyalty Day" especially in Los Baños where the most colorful activities are staged. On 23 July 2026, the Civil-Military Operations Seminar were facilitated by 1LT NOEMI M MENDEZ (CMO) PA, Commanding Officer, 3CMO Company, 2nd CMO Battalion, CMOR, PA.

Anchored on the theme, “𝘞𝘪𝘯𝘯𝘪𝘯𝘨 𝘏𝘦𝘢𝘳𝘵𝘴, 𝘞𝘪𝘯𝘯𝘪𝘯𝘨 𝘔𝘪𝘯𝘥𝘴,” the seminar provided the cadets with a comprehensive discussion on Psychological Operations (PSYOPS), Public Affairs, and Civil Affairs. The session emphasized their significant roles in promoting mutual understanding, cultivating public trust, and strengthening harmonious civil-military relations.

Through this, the Corps of Cadets further enhanced their understanding of the principles and practices essential to establishing meaningful partnerships between the military and the community, reinforcing their commitment to service, cooperation, and mission accomplishment.

𝗕𝗮𝘀𝗶𝗰 𝗟𝗶𝗳𝗲 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝗮𝗻𝗱 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱 𝗙𝗶𝗿𝘀𝘁 𝗔𝗶𝗱 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗦𝗲𝗺𝗶𝗻𝗮𝗿

On 24 July 2026, the UPLB Corps of Cadets, alongside the Corps of Sponsors, participated in a Basic Life Support (BLS) and Standard First Aid (SFA) Training Seminar facilitated by the Department of Military Science and Tactics (DMST), in coordination with the Los Baños Municipal Disaster Risk Reduction and Management Office (MDRRMO) and the Bureau of Fire Protection (BFP).

The participants underwent comprehensive lectures, demonstrations, and hands-on practical exercises facilitated by SFO1 Dennis M Alonzo, Mr. Warnell N. Buot, Mr. Dominic E. Montecillo, and Dr. Richard E. Amansec. The training covered essential life-saving competencies, including Cardiopulmonary Resuscitation (CPR), proper bandaging and splinting techniques, and emergency carrying procedures.

The activity coincided with the observance of National CPR Day and National Disaster Resilience Month and served as a preparatory activity for the Corps’ training activities for Training Year 2026–2027. It strengthened the Corps’ readiness and emergency response capabilities while reinforcing its culture of discipline, preparedness, and service. Through the training, cadets and sponsors were better equipped to respond to emergencies and render assistance when duty calls both within and beyond the university.

𝗞𝗮𝗶𝗻 𝗣𝗼, 𝗧𝗲𝗮𝗺 𝗨𝗣𝗟𝗕 🥪🌻

This past Monday, 3 August 2026, the UPLB Corps of Sponsors, together with the UPLB Corps of Cadets, conducted an activity called 𝑺𝒏𝒂𝒄𝒌 𝑵' 𝑺𝒕𝒐𝒑 — 𝑲𝒂𝒊𝒏 𝑷𝒐, 𝑻𝒆𝒂𝒎 𝑼𝑷𝑳𝑩: 𝑮𝒊𝒗𝒊𝒏𝒈 𝑻𝒐𝒅𝒂𝒚, 𝑮𝒓𝒐𝒘𝒊𝒏𝒈 𝑻𝒐𝒎𝒐𝒓𝒓𝒐𝒘 at the Department of Military Science and Tactics (DMST) Complex. The initiative aimed to foster inclusivity, strengthen the Corps' identity, and warmly welcome members of the UPLB community.

Throughout the event, freshmen and other students visited the pantry, interacted with cadet officers and sponsors, and learned more about the Corps and its traditions. Many also took on the challenge of becoming part of the UPLB ROTC for Corps Year 2026–2027, marking the beginning of their journey in leadership, service, and discipline.
