PUBLIC ADVISORY🚨 PROCLAMATION NO. 5, Series of 2024
DECLARING THE SUSPENSION OF CLASSES IN ALL LEVELS OF PUBLIC AND PRIVATE SCHOOLS AND THE ADOPTION OF WORK-FROM-HOME ARRANGEMENT IN GOVERNMENT OFFICES IN DAVAO CITY ON THURSDAY, FEBRUARY 1, 2024 DUE TO HEAVY RAINS BROUGHT ABOUT BY THE TROUGH OF A LOW PRESSURE AREA
WHEREAS, at 5:00 PM of January 31, 2024, the Department of Science and Technology - Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA) issued Heavy Rainfall Warning Number 20, due to the trough of a low pressure area (LPA) continuing to affect areas in Mindanao,
WHEREAS, the same advisory placed Davao City under the Red Warning Level (more than 150,000 drums/square kilometer), indicating that serious flooding is expected in low-lying areas and landslides are expected in mountainous areas;
WHEREAS, at 2:30 PM of January 31, 2024, the DOST-PAGASA Davao River Basin Flood Forecasting and Warning Center / Regional Services Division-Mindanao, issued Flood Advisory No. 1-A on the Davao River Basin, which forecasts scattered light to moderate with at times heavy rains within the next 24 hours in Davao City;
WHEREAS, the same advisory indicates that the Davao River and its tributaries, particularly Salug, Matupe, Kiulom, Tagaulay, Sita, Dumalogdog, Simud, Ipuan, Gumitan, Upian, Kulafu, Suawan, Siao, and Tamugan Rivers are areas of concern, with the water level in various parts of the Davao River currently at the alert and critical levels and still increasing;
WHEREAS, with the continued moderate to heavy rainfall in the city causing increasing water levels at various rivers and flooding in certain streets, the Davao City Disaster Risk Reduction Davao City Disaster Risk Reduction and Management Office has called for preemptive and mandatory evacuations in many areas in the city;
WHEREAS, the City Government of Davao is duty-bound to safeguard the welfare of the public and undertake measures to avert any untoward incidents or disasters that may be caused by the effects of said weather occurrence;
NOW THEREFORE, I, SEBASTIAN Z. DUTERTE, Mayor of the City of Davao, by virtue of the powers vested in me by law, do hereby declare the following to take effect on Thursday, February 1, 2024:
1. That classes and school activities in ALL LEVELS in all public and private educational institutions in Davao City are hereby suspended;
2. That the Work-From-Home (WFH) arrangement shall be adopted in all national and local government offices, including government-owned and controlled corporations in Davao City, EXCEPT for offices performing safety and security, health, social services and disaster and emergency response services; and
3. That private offices and establishments are given the discretion to suspend work or adopt WFH arrangements, but are encouraged to do so for the safety and convenience of their employees.
